docs: add comprehensive COMMANDS.md reference
Document all bot commands, features and API endpoints:
- 7 voice commands, 4 UNO commands, 2 inline commands
- Conversational features (name detection, DMs, media analysis, image gen)
- Mood system (14 regular + 4 evil moods)
- Personality modes (evil, bipolar, persona dialogue)
